Annual Tax Conference of the Tax and Financial Reporting Committee of the Russian-German Chamber of Commerce (AHK), 08.02.2024

 

The Tax and Financial Reporting Committee of the Russian-German Chamber of Commerce holds an annual tax conference, which focuses on current changes in tax legislation and law enforcement practice. Representatives of tax authorities, tax consultants and other experts speak about them.

 

In addition to highly specialized issues, the conference regularly discusses the following topics:
- major changes in tax legislation;
- tax policy trends;
- key court decisions in the tax sphere;
- current changes in the taxation of the digital economy in Russia. 

 

 

The event will take place on Thursday, February 8, 2024, offline at 13:00 at the Moscow office of the Russian-German Chamber of Commerce, as well as online.

Article: "Belarus adopted a procedure for getting permission to alienate stakes/shares and real estate belonging to foreign investors" 

 

The Order No. 326 of the President of the Republic of Belarus of 19 October 2023 established that stakes/shares in authorized capitals of Belarusian legal entities, Belarusian enterprises and immovable property that are located in Belarus and belong to foreign legal and physical persons from so-called "unfriendly countries" ("Foreign Investors") may only be alienated by permission from the Council of Ministers of Belarus. Moreover, it will be necessary to pay an „exit tax” in amount of at least 25 % of the market-based value of the stakes/shares in authorized capitals of Belarusian entities or immovable property.

 

19 January 2024 came into force a Regulation of the Council of Ministers of Belarus dated 12 January 2024 which has set conditions and procedures for obtaining such permission.

Forbes: Ministry of Finance expands 'compensation' to businesses from freezing tax agreements with the West, 29.09.2023  

The Ministry of Finance has identified measures to reduce the negative consequences for business of the suspension of double taxation agreements with Western countries. Because of this, Russian business risks paying more tax on payments to "unfriendly" countries. In fact, the Finance Ministry proposed to return the previous tax exemptions on several types of payments. In addition to interest on loans and royalties for software, the list includes payments for the lease of aircraft, the purchase of sea vessels and the broadcasting of Western content

Approved by Presidential Order No. 285 of 13 September 2023 on Special Accounts, the Regulation on the Operation Procedure for Current/Settlement Bank Accounts That are Subject to a Special Operation Regime will come into effect if Belarus imposes a special restriction on "the conduct of financial transactions related to the receipt of profits and/or dividends by foreign members of Belarusian companies".

On August 31, 2023 the AEB Taxation Committee will be held an online webinar “Key Updates in Taxation: DTA Suspension, Expansion of MinFin "Blacklist", Windfall Tax”. 

 

Recent months have brought a number of amendments in tax legislation such as suspension of DTA’s main provisions, extension of “blacklist” of the Russian Ministry of Finance (MinFin Order 86n of 5 June 2023) and windfall tax.
